Are you making use of Online Enrollment?

If you offer a Flexible Spending Account (FSA), Dependent Care Account (DCA) or a Commuter Benefit plan you are eligible to utilize our Online Enrollment System to streamline your enrollment process. Online enrollment will help increase employee participation, keep your FICA costs down, and save time for your HR department during your open enrollment season.

How does it work?


  • Send us the demographic information for all participants that are eligible to participate in the plan. (Payroll or HRIS systems can be helpful for this)
  • HRCTS will send you a PowerPoint that will walk your participants through the online enrollment process.
  • Participants will login to their online account (or create one) and make their enrollment selections for the new plan year.
  • HRCTS will provide you with an enrollment report outlining the election amounts participants have elected. 
  • Notify your payroll administrator of the deductions that need to be set up.
  • HRCTS will finalize the plan in our system and the process is COMPLETE!
  • Cards will be ordered if new ones are required or current cards will be loaded with funds for the new election.


Why choose online enrollment?

  • Your employees will enroll online and you will not have to collect FSA/DCA enrollment forms from them.  They will be enrolling themselves in the plans.
  • January renewals are the busiest time of year for FSA enrollments.  You can guarantee your participants will have their cards ready to use on day 1 of their plan year! 
  • Online enrollment is a streamlined approach to provide an easier and more efficient process to both you and your employees.


Important Dates for 2014 Open Enrollment:

  • For plans starting on January 1st enrollments need to be in by November 14 in order for HRCTS to guarantee that debit cards and funds will be available to participants for January 1.
  • If you choose online enrollment we are able to extend this period by one week allowing your open enrollment period to end November 21. 
  • You can still do online open enrollment at a later date but we cannot guarantee that cards will arrive or be loaded by 1/1/15.
  • If you are interested in doing online open enrollment this year please contact your Account Management team by October 24 for further details and to initiate the process.
  • If you are not interested in doing online open enrollment this year one of our Account Managers will provide you with your enrollment materials and a current enrollment census for you to update and send back to HRCTS for processing.e Enrollment System at no additional charge!  

Revised Health Safety Net Surcharge Percentage for Provider Payments

The Massachusetts Health Safety Net Trust Fund initial surcharge percentage will be 1.87% for payments made to hospitals and ambulatory surgical centers for the period from October 1, 2014 through September 30, 2105.  This surcharge decrease is down from 2.0% for the prior fiscal year.  HRC Total Solutions will be updating our billing system to reflect this change.  Any payments made by HRC Total Solutions to eligible Massachusetts hospitals and ambulatory surgical centers will be calculated based upon the payment date. 

As a reminder, HRCTS will invoice any HRA clients utilizing the pay the provider reimbursement method that incur surcharges in the same manner as before.   Please contact our Client Relations team if you have any questions or concerns as to how this will impact your invoices moving forward.

Health Safety Net Surcharge Regulations Finalized

The Massachusetts Division of Health has adopted the final set of regulations pertaining to Health Safety Net Payments and Funding as provided by the Executive Office of Health and Human Services.  These regulations have clarified that payments made by TPA's to providers regardless of amount are subject to the current tax or surcharge rate of 2.00%. As a reminder, the Health Safety Net Surcharge formerly known as the Uncompensated Care Pool, is a fund created by the state of Massachusetts to finance health care for the low income and uninsured within the state.  As we have previously notified our clients, the surcharge tax is levied upon all health care services rendered at a hospital or ambulatory surgical center in Massachusetts. Any individual or entity that makes payments for the purchase of health care services by hospitals and ambulatory surgical centers must pay the surcharge.

HRC Total Solutions has registered with the state of Massachusetts, Division of Health Care in order to begin the process of making payments on behalf of our clients. HRCTS will begin calculating the necessary payments for all HRA clients making use of the pay the provider reimbursement method. We will invoice each client for any surcharge fees incurred on a monthly basis.  Please contact your Account Manager or Dedicated Account Management team if you should have any additional questions.
